Runtime intent:
- STEAM custom model profile enabled for channel 25.
- ROI line, homography, inference ROI runtime filter, site danger zone, CCTV location, STEAM outputs, low diagnostics enabled.
- Live event persistence is suppressed for channel 25: DB/event relay/thumbnail/clip/scenario_event_instance persistence are disabled by `live_event_policy`.
- File stream STEAM output policy is `first_loop_only` with 10s grace and 120s fallback max.
- `cctv_location` intentionally exports physical CCTV row `01` via `selected_row_index: 0` while runtime channel remains 25.
